REQUEST FOR REFERENCE The purpose of this request is to improve our knowledge of the Turkish market for consultants and design offıces which may assist Agence Française de Developpement (AFD) to implement projects supporting Turkish municipalities, banking and private sector. Consultants and design offices are invited to submit a presentation of their activities pursuant to item 5 below. 1. BACKGROU'.\D AFD is a public entity with a mission defıned by the French Government. It has been combating poverty and promoting development for over 60 years. In the context of the bilateral economic cooperation between Turkey and France AFD has opened a representative offıce in lstanbul in 2005. AFD activities in Turkey aim at promoting sustainable development with low carbon emissions, fostering socially and environmentally responsible practices, and contributing to balanced regional development. In this framework, AFD grants credit facilities to Turkish municipalities, banking and private sector mainly in order to fınance infrastructure programs in the fıelds of water, sanitation, urban-planning, waste, transport and housing. PURPOSE The implementation of projects funded by AFD may require the assistance of consultants or design offıces specialized in the above-mentioned fıelds. As such, AFD is willing to identify the main consultants and design offıces acting on the Turkish market. Consultants and design offıces shall be able to provide signifıcant expertise in municipal fınance and the investments fıelds of the Turkish municipalities and loca! authorities: water, sanitation, urban-planning, waste, transport and housing. 3. CRITERIA This request is open and includes: -Turkish consultants and design offıces, including individuals, with an expertise supported by previous international contracts with other donors and international organisations; -French or European consultants and design offıces with Turkish partnerships. 4. REQUIRED DOCUi\lE'.\TS A:\D l'.\FORI\IATIO:\S Applicants shall submit fıles including the following: a) Description of expertise: • Technical expertise: water, sanitation, urban-planning, transport, waste or housing; • Or fınancial and accounting expertise in the Turkish municipal sector; •Or organizational expertise: auditing of private companies and municipalities. b) International experiences according to the fıelds of expertise, especially with other donors and international organisations (including the references of the contracts and works which have been carried out in the past three years, customers - names and contact details); c) Presentation of methods and tools used by the applicants in fınance, accounting and audit; d) Presentation of the teams (with curriculum vitae); e) Financial statements and tax clearance certifıcates; f) Ability to operate in English and Turkish. Knowledge of French is also appreciated. 5.
